We live in a culture of blame. Law and order form the glue that holds our society together. As such, most of us are happy to conform and act responsibly most of the time. Very few people, however, have not transgressed at some point in their lives.
This shoot gave the public the opportunity to own up and admit they were 'guilty of something' at some time. As such this is a public record of this admission. The police mugshot holds a unique place in the genre of portrait photography. It's the portrait most people hope will never be taken on them. At the same time it confers on the subject a sometimes alluring notoriety.
